About Rusty
Rusty Bernardo was born and raised in the Philippines, and has been a member of the Daly City community alongside his family for nearly 40 years.
Rusty graduated cum laude with a Bachelor of Commercial Science degree in Accounting and minor in Finance and, in his career, worked within the finance and accounting divisions of multiple companies ranging from healthcare and investments to construction. His work experience provided him a strong background in business, and knowledge of the various, diverse industries that make up our community.
He also served as President and is a current Board Member of a California non-profit professional association providing continuing education and seminars to similar accounting professionals. Rusty is a sustaining life member of the Philippine Institute of Certified Public Accountants.
In his spare time, Rusty paints landscapes in watercolor and oil mediums. He is an avid music lover and enjoys playing the guitar and chess.

A well-rounded professional
Rusty is a Certified Treasury Professional (CTP) and a Certified Public Accountant (CPA, Philippines).
He also owns RSB Consulting, providing consulting services, treasury/cash management, property management, general ledger and accounting services, and portfolio systems. Current and past clientele have included restaurants, labor unions, and real estate developers.
Experience you can trust
For over 20 years, Rusty worked for a major healthcare company in Oakland, CA, as Corporate Treasury Cash Manager, Senior Treasury Analyst, and Accounting Supervisor.
He's also worked across many different industries in the past as an Accounting Manager with an exposition services company; an Investment Officer & Controller of an asset management company; and a Cash Control Assistant Supervisor of a securities depository of a stock exchange.
Other roles have included Corporate Planning, Budget & Financial Analyst for a major airline company, and Resident Internal Auditor for a large construction company.
Rusty's work experience has afforded him a strong knowledge of cash management, asset liability management, financial institution relationships, accounting operations, audit, budget, financial reporting, and business improvement processes that he hopes to be able to leverage for a better Daly City.
